A Street STP Application


SUMMARY

Kaskaskia Engineering Group, LLC (KEG) prepared an application to request federal Transportation Improvement Program Surface Transportation Program-Suballocated (STP-S) funds for improvements to A Street in Belleville, Illinois.  In the Metropolitan St. Louis region, the East-West Gateway Council of Governments (EWGCOG) oversees the requests from municipalities in both Missouri and Illinois for STP-S funds to be utilized for various improvements.  The City of Belleville tasked KEG to prepare a grant application for STP-S funding for the resurfacing of East A Street from North Illinois Street (Illinois Route 159) to East Main Street.

The proposed project includes milling and resurfacing of the existing asphalt pavement to address the deterioration of the existing pavement.  The existing concrete curb and gutters will also be replaced as part of this project.  The existing concrete sidewalks and curb ramps do not conform to current ADA guidelines.  New concrete sidewalks and curb ramps will be constructed as part of this project to meet current ADA policies.       

 

As part of the grant application package, KEG engineers performed a field visit to evaluate the condition of the existing asphalt pavement.  The pavement condition evaluation was performed in accordance with the guidelines in IDOT’s Bureau of Design and Environment Manual.  KEG also prepared a project schedule from the notice of grant funding through construction of the improvements in accordance with the policies of the Federal Highway Administration, as well as cost estimates for design and construction of the proposed improvements.   

The grant application included an evaluation of the project against the Improvement Evaluation Criteria established by EWGCOG.  The evaluation criteria included a review of the proposed improvements against criteria such as preservation, safety, congestion, access to opportunity, sustainable development, and goods movement.  The STP-S application was reviewed and evaluated by the EWGCOC committee and received STP-S funds for the A Street improvements.
